Assistant Commissioner Weekes: Operation Vega Impaired Driving Statistics

Assistant Commissioner of Police Martin Weekes, Operations: "The most recent Operation Vega statistics indicate that between January and May 2023, there were 117 arrests for impaired driving. For the same period in 2022, there were 71 such arrests. To say that these numbers are concerning, would be an understatement. Remember, every time you operate a vehicle while impaired, there is the potential to cause significant damage, life altering injury or, death. Whilst the BPS has stepped up patrols as part of Operation Vega, police presence alone cannot prevent drinking and driving. Roadside Sobriety Checkpoints are advertised days in advance of them being implemented, yet individuals are still arrested for impaired driving during these exercises. This is a “Bermuda” problem that requires more than enforcement to fix. We as a country must look at the drinking culture that alcohol consumption is a prerequisite for having a good time at social gatherings, be they dinner parties, a session or fete. That, coupled with the realisation that we must accept individual responsibility for our actions. It might be cliché, but if you plan to drink to have a good time, then you must plan to get home without operating a vehicle on the road. The BPS do not wish to prevent you having a good time, all we ask is that you consider your actions and those of family and friends around you, to ensure you all get safely home at the end of the day. While the life you save may be your own, are you prepared to live with the fact that you took the life of another person because you decided to drive drunk, buzzed or high?"



Operation Vega Update for May 2023

Chief Inspector Robert Cardwell, Tactical Operations Division – “The Bermuda Police Service (BPS) continues our efforts to reduce harm on Bermuda’s roads. As we enter the summer months, it is likely that there will be an increased number of visitors using the island’s roads. Please look out for them and each other, by making sensible decisions while driving or riding.” Statistics From 1st January until 31st May 2023, 117 motorists were arrested for impaired driving – 14 in January, 27 in February, 25 in March, 21 in April and 30 in May. In comparison, for the same five month period in 2022, a total of 71 motorists were arrested for impaired driving. During the month of May 2023, 284 traffic tickets were issued by the BPS, down from 471 issued during April 2023. In addition, 50 motorist advice notices (official written warnings) were issued in May, down from 59 in the previous month. May also saw 175 parking tickets issued, down from 209 parking tickets issued the month before. Since the start of Operation Vega (6th July 2021), a total of 10,014 traffic tickets have been issued. Ongoing Witness Appeal: Seriously Hurt Male Motorcyclist Remains in ICU

The Bermuda Police Service (BPS), is renewing its appeal for information regarding that serious single vehicle collision, which took place on Crow Lane Sunday, May 28th, 2023. The 44-year-old male victim in that collision remains in the Intensive Care Unit for further medical treatment of his injuries, which are life threatening. You may remember around 11:45 p.m. on Sunday, police responded to a report of a single vehicle collision involving a motorcycle near the eastbound Crow Lane, Pembroke bus stop. When they arrived, police officers and emergency medical personnel found a 44-year-old male, unconscious but breathing. Indications are the male motorcyclist was traveling along the eastbound carriageway of Crow Lane, on the approach to the North Roundabout, when he somehow became involved in a collision and was ejected from the bike. He suffered serious head and facial injuries as well as a serious injury to his left arm. He was provided treatment at the scene by EMTs and was subsequently transported by ambulance to King Edward VII Memorial Hospital. Sudden Death: Unresponsive Male Found on Par-La-Ville Road

Around 7:20 a.m. on Tuesday, May 30th, 2023, police received a report of an unresponsive male in the walkway of a property on Par-La-Ville Road, Pembroke. Police and other emergency personnel were dispatched to the scene. On arrival, officers ascertained that the person was deceased. The police doctor attended and certified death shortly after. There were no signs of foul play. However, the location was processed by the Forensics Support Unit to assist with the pending enquiry. The body was subsequently transported to the morgue at King Edward VII Memorial Hospital. No further information will be provided at this time. A coroner's enquiry will be completed.



Serious Single Vehicle Motorcycle Collision in Paget

Around 1:00pm on 30th May 2023, police and other emergency services responded to a report of a single vehicle collision on South Road just outside of Ice Queen, in Paget. Initial enquires suggests that an elderly man traveling west on a motorcycle, lost control of his vehicle, causing him to veer across the road into the eastbound lane and hit a wall. The man was transported to King Edward VII Memorial Hospital for treatment of suspected head injuries. Traffic was diverted around the scene for about an hour, while police processed the scene. Anyone who may have witnessed this collision is asked to contact police on 211.



Motorcyclist in ICU After Serious Single Vehicle Collision on Crow Lane [Updated]

Around 11:45 p.m. on Sunday, May 28th, 2023, police received a 911 report of a single vehicle road traffic collision involving a motorcycle on Crow Lane, Pembroke, near the east bound bus stop. Police officers and EMS personnel responded and found the victim, a 44-year-old male, unconscious but breathing. He sustained serious head and facial injuries as well as an injury to his left arm. He was provided treatment at the scene by EMTs and was subsequently transported by ambulance to King Edward VII Memorial Hospital. At last check he remained unconscious in the hospital’s Intensive Care Unit. An investigation into this matter has now begun and anyone with information or who may have witnessed the incident is asked to contact Sergeant Jonathan Talbot on 717-2452 or 295-0011. Bermuda Day Holiday Policing Overview

The Bermuda Police Service (BPS) wishes to thank the public for the support and cooperation provided our officers over the Bermuda Day holiday weekend. There were no major acts of criminality to report and it appears residents embraced our appeals for respect to be shown to each other and celebrated the holiday in true Bermuda spirit. Despite the overall peaceful nature of the holiday, the BPS made thirty-two arrests for various offences, including a large number for impaired driving. This is disappointing for a weekend where Roadside Sobriety Testing was gazetted and well publicised. Between the sobriety testing checkpoints and motorists stopped by BPS officers on general patrol, a total of twelve people were arrested on suspicion of impaired driving. Three of whom ultimately passed the alco-analyser testing at Hamilton Police Station and were subsequently released. Elsewhere, a total of forty-six tickets were issued for traffic offences. The breakdown is as follows: Failing to display required lights - 1 Navigating a boat in Ferry Reach causing wake - 1 Parking in a prohibited manner - 9 No insurance - 4 Using or permitting use of unlicensed vehicle - 4 Disobeying traffic signs - 5 Driving in a manner dangerous - 2 Seatbelt Infraction - 2 Speeding - 6 No driver’s licence - 1 Fail to exhibit number plate - 3 Motorist notice (warning) - 6 Use of cell-phone - 1 Making false statements – 1 We can also confirm there were very few reports of public violence. In fact, there were only two such incidents of note for the entire weekend. Shortly after 9:30 p.m. on Thursday, May 25th, 2023, officers attended King Edward VII Memorial Hospital following a report that a fifteen year old boy had been stabbed. Further investigations revealed he and three other males of similar age were walking along Bakery Lane, near the junction with St. John’s Road, Pembroke. The victim and one of the males reportedly got into a shoving match. The alleged perpetrator pulled a knife from his waist, and stabbed the victim in the upper back. The injury was not considered serious or life threatening. The second incident occurred in the early hours of Saturday, May 27th. Around 12:45 a.m. on that date, police received a report of an assault and wilful damage at The Front Yard, Front Street, City of Hamilton. A security guard at the establishment reportedly intervened in a physical altercation between the male suspect, and a woman. The suspect then attacked the security guard, punching him about the head and face. U.S. Counterfeit Currency Advisory

The Bermuda Police Service urges business owners and other members of the public to be alert when conducting transactions in $U.S. notes. There have been recently confirmed reports of counterfeit $U.S. notes being used by individuals to purchase items at local establishments. The counterfeit notes detected have been in the following denominations: U.S. $100 with serial number DB66688803Z U.S. $50 with serial number PC 07801761A U.S. $20 with serial number PF847172451 U.S. $10 with serial number GL64739922A However, it should be noted that the counterfeit currency currently in circulation may not be limited to the serial numbers listed. Employees are reminded that if counterfeit cash is detected during a transaction, the member of staff receiving the fake money should hold on to it, jot down a description of the individual who tendered it and contact police immediately. Similarly, members of the public should take a few seconds to examine any $U.S. notes they may receive, especially the larger denominations. Persons who may have unknowingly received counterfeit currency are encouraged to call the main police telephone number 295-0011 at the earliest opportunity, to report the matter. Alternatively, if you are aware of suspicious circumstances regarding suspected counterfeit currency and wish to report it anonymously, please call the independent and confidential Crime Stoppers hotline 800-8477. It should also be noted, once again, that it is a criminal offence to pass to another, possess, make or reproduce any counterfeit currency; punishable by up to five years in prison – and those caught committing such offences can expect to be prosecuted.



Inaugural Uniformed Women’s Collective Leadership Workshop

Over the years, the women of the uniformed services have been getting together on International Women’s Day which is held on the 8th of March every year, celebrating women in the workforce. This year, the women of the uniformed services decided to collectively host a series of events for International Women’s Day, including a group photo, greeting motorists across the island and a networking event. Due to the success of the day’s events, it was obvious that the women should continue to build relationships between the sister agencies, with the aim of promoting women in the workforce, through networking and collaboration. On 23rd May 2023, the agencies held the inaugural Uniformed Women’s Collective Leadership Workshop, at the Police Recreation Club. “Finding Our Voices” was the theme for 2023, featuring keynote speaker Mrs. Patrice Frith-Hayward, who delivered a dynamic speech around empowering women. About 70 women from the Bermuda Police Service, Customs Department, Department of Corrections, the Royal Bermuda Regiment and Bermuda Fire and Rescue Service, were eventually broken up into four working groups to discuss the challenges of being a woman in their various organizations and collectively come up with ideas and solutions to improve the work environment. This event was also attended by the various women leaders in the uniformed Services such as, Deputy Commissioner of Police Mrs. Na’imah Astwood, Commissioner of Corrections Mrs. Keeva Joell-Benjamin, Collector of Customs Mrs. Lucinda Pearman, Lieutenant LeeAnn Tucker representing the Royal Bermuda Regiment and Ms. Roche’ Hodsoll representing the Bermuda Fire and Rescue Service. This was a successful day and the beginning of many events to come. Thank you for your service, Ladies!



Bermuda Day Holiday Policing

Superintendent James Howard, Tactical Policing Division - "The Bermuda Police Service (BPS), takes this opportunity to advise the public on measures geared toward ensuring a peaceful and safe time during this year’s Bermuda Day holiday weekend. In order to deter anti-social behaviour, especially during the night-time economy you can expect to see an increased police presence across the island during this time, with 315-F checks being carried out at various locations. The BPS will also be conducting roadside sobriety checks commencing Thursday, May 25th, 2023, through to Monday, May 29th, 2023, in the following Parishes: Hamilton Parish Smith’s Parish Devonshire Parish Pembroke Parish Paget Parish Warwick Parish Southampton Parish< Bermuda Day Race Events. The Sinclair Packwood Memorial Bicycle Race, sponsored by the Bermuda Bicycle Association, will see race participants set off from York Street, St. George’s Parish at 8:20am. The riders will race along the main roads from St. George’s Parish, finishing on Cedar Avenue, City of Hamilton. The Junior Sinclair Packwood Memorial Bicycle Race, will start on Middle Road, Devonshire, near Fort Hill at 8:20am and finish at Dutton Avenue, Pembroke Parish. The Bermuda Half Marathon Derby with approximately 1,000 runners will start from York Street St. George’s at 8:30am and finish at Dutton Avenue, Pembroke Parish.  The Junior Classic Running Race will start at 9:45am at the east end of Front Street and finish on Dutton Avenue. Approximately 60 runners will compete in this race. As in previous years, the Bermuda Police Service, Bermuda Reserve Police and the race organisers will have officers and marshals positioned along the routes. They are there to minimise risks to all road users, especially the cyclists and the runners. We are asking the motoring public to fully cooperate with any directions given. We all need to do our best to ensure there are no collisions with race participants, as that could lead to serious injury or death. On Friday, the roads along the race route will close at 8:00a.m. Therefore, persons who are travelling on morning flights need to be sure they arrive at the LF Wade International airport prior to 8am. The road closures for the races will be in effect from 8:00am until around 12.30pm. Details of the road closures can be found on the Government of Bermuda’s website under The Official Gazette, Government notices. In addition: • No traffic will be allowed to travel in either direction during the cycle race. • No traffic will be allowed to travel in either direction during the running race. Bermuda Day Parade. The Bermuda Day parade will commence within the City of Hamilton at 1:30pm and will finish at approximately 7pm. The parade will start on Front Street, near the junction with Bermudiana Road and travel along Front Street to Court Street, Church Street, and Cedar Avenue before concluding on Marsh Folly Road. No parking areas will be marked, and specific road closure times are contained in the gazetted notices. Once the roads are closed in the City of Hamilton, no persons will be allowed to move their vehicles between the time that the races start and the end of the parade. During the parade, King Street between Reid Street and Church Street will be converted into a two-way street from 12.30pm until the conclusion of the parade. Road Safety. The motoring public should be mindful that the police will be highly visible on the roads. In addition to calming the roads, there will be an emphasis on offences such as speeding, impaired driving and driving without due care and attention. Remember, road safety is everyone’s responsibility. Loud Music. Bermuda Day brings with it a party atmosphere. Loud music, both in residential neighbourhoods and on the water, is a feature of this holiday. We ask a couple of things of the public. Patience and tolerance on the part of the persons who enjoy a more sombre celebration, along with a display of respect and courtesy on the part of those who take a more festive approach. We encourage members of the community, to work together to keep the peace in their neighbourhoods. Please exercise patience, tolerance, and caution so that we all have a good time. Renewed Appeal Regarding the 5th Road Fatality of 2023

The Bermuda Police Service (BPS) is still seeking the assistance of the public in the investigation of 29-year-old Marco Warren’s tragic death. A BPS Family Liaison Officer continues to provide support to Mr. Warren’s loved ones. As always, the BPS is grateful for members of the public who have already shared any information. We are encouraging anyone who was traveling on North Shore Road from Flatts to Blue Hole Hill between 3:00am and 3:15am on Sunday the 14th of May to please make contact with the police. Even if you don’t believe you saw anything significant, we would like to speak with you. Currently available CCTV footage is being reviewed, and we are requesting anyone with private CCTV footage along North Shore Road between Crawl Hill and Blue Hole Hill to contact us. To the driver, and any occupants of the vehicle involved, please make yourselves known to police. This is your opportunity to do the right thing, and let us know what occurred during the early hours of Sunday morning. As this investigation progresses, additional lines of inquiry will be considered accordingly. Dedicated Team Continues Investigating 2016 Murder of Patrick Dill

Today is the seventh year anniversary of the murder of Patrick Dill. Mr. Dill was shot to death as he left his residence on Crossland Lane, Pembroke, and was about to get into his car to go to a party. This was about 10:35 p.m. on Saturday 21st May, 2016. This was a senseless murder that took the life of Patrick, who at the time was 26 years-old and was in the prime of his life. Detective Inspector Jason Smith is renewing the appeal for community assistance. “Patrick was a vibrant young man that was an I.T. technician, working in international business. He was pursuing his goals and a productive member of society that was gunned down by unscrupulous men. The investigation into Patrick’s murder is ongoing and today, on the anniversary of his death, the police are continuing to appeal for witnesses to come forward and assist in their investigation, to bring closure to his family, and friends. The investigation remains active and there is a dedicated team of investigators working on this case that needs the public’s assistance. Investigators are aware that members of our community have information that is crucial to our investigation, but may be reluctant to come forward. We understand the sensitivities surrounding your reluctance to come forward, however this information is invaluable to piece together the strands that can tip the investigation over. Patrick’s family are still grieving and are looking for answers to why he was taken away from them at such a young age. There are residents in the Crossland neighbourhood that witnessed and saw activity that aroused their suspicions the night before and the night of his murder. These area residents might have seen a man lurking about in the neighbourhood and can either identify or provide police with a description of what he looked like and or was wearing. This is the kind of assistance that we are looking for. No matter how insignificant you may think of the information you have, you can help in solving this murder. BPS Continues Work With Partner Agencies to Tackle Financial Crime

Detectives Actively Investigating Recent Commercial Burglary Spree

Detectives are actively investigating 11 reported burglaries and two attempted burglaries at separate service stations, grocery, electronic & jewellery business establishments in various locations across the island. Those responsible on the varying occasions involved 2-3 persons described as all wearing dark coloured clothing, dark coloured helmets & visors, ranging between 5 feet 8 inches and 6 feet tall, riding dark coloured motorcycles. They are seen on CCTV to be in possession of tools to break the glass to gain entry into these premises. Firstly, the Bermuda Police Service (BPS) is reminding all businesses & homeowners to ensure their alarm systems and security cameras are in working order and to report suspicious persons or activities in your neighbourhood, service station area, or commercial area by dialing 911 or 211 as soon as possible.  We also want to remind businesses to not leave large amounts of cash on the property. Teen Male Injured in Reported Disturbance

Around 9:13 p.m. on Wednesday, May 17th, 2023, police received reports of a disturbance at Rambling Lane, Pembroke. It was reported that one of the persons involved was armed with a knife. Upon their arrival officers were informed that a 17-year-old male had been stabbed in the face and was transported by private motorcar to King Edward VII Memorial Hospital for treatment. Checks at the hospital confirmed the victim sustained a laceration to his right cheek. His injury was not deemed to be life threatening. Details on the circumstances pertaining to this incident remain limited at this time. Overturned Car, Smith's Parish

Around 10:15pm on Sunday 14th May 2023, police and other emergency service personnel were dispatched to a report of a single vehicle collision, on Harrington Sound Road in the area of Manor House Drive in Smith’s. It was reported, that a motor car involved in a collision had overturned, causing several of the occupants to be trapped inside. The occupants were eventually freed from the vehicle and were attended to by EMTs at the scene, however no serious injuries were reported. Traffic diversions had been put in place until the overturned vehicle was removed from the scene, and regular traffic flow has been restored in the area.



5th Road Fatality of 2023

The Bermuda Police Service can now confirm that the 30-year-old male found unconscious on the roadway just west of the junction of Trinity Church Road and North Shore Road, Hamilton Parish, around 3:15 this morning has succumbed to his injuries. This matter is now being investigated as a suspected hit and run fatal road traffic collision and marks the island’s fifth road traffic fatality for this year. Residents who may have heard or seen any suspicious activity in the area either before or shortly after the time of the collision, no matter how insignificant you think it may be, are urged to please contact the Investigating Officer, Police Constable, Deforest Evans, on 717-0860 or, via e-mail, devans@bps.bm. You may also call the main police number 295-0011 or, the independent and confidential Crime Stoppers number, 800-8477. Suspected Hit and Run Collision [Updated]

At approximately 3:15 a.m. on Sunday, May 14th, 2023, police received a 911 report of an unresponsive person lying in the roadway, just west of the junction of North Shore Road and Trinity Church Road, Hamilton Parish. Upon arrival officers found the person, a thirty year old male, remained unresponsive. He bore head and facial injuries and was having difficulty breathing. He was transported to hospital by ambulance. It is believed the male may have been the victim of a hit and run collision. Reported Serious Two Vehicle Collision in Devonshire

Around 2:30 p.m. on Saturday, May 13th, 2023, Police and EMS personnel were dispatched to a reported two vehicle road traffic collision involving a motor car and a motorcycle at the junction of Palmetto Road and Parsons Lane, Devonshire. It was reported that the female motorcycle rider was traveling west along Palmetto Road when she collided with the motorcar which was exiting Parsons Lane making a right hand turn, east onto Palmetto Road. The motorcycle rider sustained head and facial injuries, but remained conscious and alert while being attended to at the scene by EMTs. She was subsequently transported by ambulance to King Edward VII Memorial Hospital. The motorcycle was extensively damaged while the motorcar was left with damage to the right rear. The female driver and the other two occupants of the motorcar were not reported to be injured. Traffic diversions were implemented while the scene was forensically processed. Reported Serious Single Vehicle Car Crash in Warwick

Saturday, May 13,2023

Around 10:05 p.m. on Friday, May 12 th, 2023, police received a report of an overturned car near the junction of Frith Estate Road and South Road, Warwick. It appears the 30-year-old male driver lost control of the vehicle and struck a boundary wall, which resulted in the vehicle being flipped onto its roof. The driver suffered a minor injury to the nose. He was subsequently arrested on suspicion of driving whilst impaired. Traffic was restricted to one lane for a short period while the scene was cleared.
