The sixty-three-year old woman involved in a serious road traffic collision yesterday, Wednesday, 14th December, 2022, is being moved to a general ward at King Edward VII Memorial Hospital, having received treatment for her injuries which were considered life threatening. She sustained a laceration to the head as well as injuries to her ribs and collarbone. The single vehicle collision which involved a motorcycle, occurred shortly before 7:00 a.m. near the junction of Pitts Bay Road and Rosemont Avenue. The investigation into this incident remains ongoing. Tenth Road Fatality of 2022: 24-Year-Old Romario Simons

The Bermuda Police Service (BPS) can now confirm the death of 24-year-old Romario Simons, Bermuda’s tenth road fatality of 2022, and extends sincere condolences to his family and friends. Mr. Simons was seriously injured when the motorcycle he was riding collided with a sport utility vehicle (SUV) on Middle Road in Sandys parish, near the junction with Overplus Lane, around 6pm Tuesday, 13th December 2022. Despite receiving treatment from EMTs at the scene and being rushed to King Edward VII Memorial Hospital via ambulance, where lifesaving efforts continued, Mr. Simons was later pronounced dead. A BPS Family Liaison Officer is providing support to his loved ones and the Roads Policing Unit (RPU) is investigating the circumstances of this latest road fatality. Shortly before 7:00 a.m. today, Wednesday, December 14th, 2022, police received a report of a single vehicle collision involving a motorcycle at the junction of Pitts Bay Road and Rosemont Avenue, Pembroke. It appears a 63-year-old female motorcycle rider collided with a feral chicken and came off the bike. She was attended to at the scene by EMTs who transported her by ambulance to King Edward VII Memorial Hospital for further treatment for her injuries which are considered life threatening. Traffic was diverted away from the area while the scene of the collision was processed by Traffic Collision Investigators along with Forensic Officers. Reported Serious Two Vehicle Collision in Sandys Parish [Updated]

Around 6:00pm Tuesday, 13th December 2022, Police and other first responders were dispatched to a two vehicle collision along Middle Road and the junction with Overplus Lane Sandys, involving a private car and a motorcycle. Initial information suggests that the vehicles were traveling in opposite directions when the male motorcar driver was attempting to negotiate a right hand turn onto Overplus Lane, and the male motorcyclist was attempting to overtake another vehicle when the collision occurred. The motorcyclist was conveyed to KEMH for treatment of injuries that have only been described as serious. The male motorcar driver received minor abrasions, that did not require medical attention. Traffic is being diverted through the Railway Trail at Store Lane and Parsonage Lane, using a one way system. The roads are expected to be closed for about two hours while the scene is being processed. Investigation Launched Into Circulation of Inappropriate Images

The Bermuda Police Service is aware of a number of inappropriate altered images of local residents, including minors, being circulated on social media. The altered images show cropped head shots of individuals, pasted or photo-shopped onto images of different bodies, in various stages of undress. A report has been made to the Bermuda Police Service and the matter is now under investigation.  We urge that should you receive these images, you immediately delete them from your device and do not forward them on, as sharing them is an offence under the  Criminal Code Amendments ( Non-consensual sharing of intimate images)  Act 2021. The Act states: “A person who distributes an intimate image of another person—without the other person’s consent; and in a way that would cause the other person distress reasonably arising in all the circumstances, commits an offence. A person convicted of an offence is liable on summary conviction to a term of imprisonment not exceeding three years; on conviction on indictment to a term of imprisonment not exceeding five years.” Just think, how would you feel if it were, a relative, a loved one or, close friend of yours depicted in that manner? Renewed Witness Appeal: Union Street Area Stabbing Incident

The Bermuda Police Service, (BPS), is once again appealing for members of the public to come forward with any information they may have on that stabbing incident which occurred shortly after 1:30 p.m. on Friday, 9th December, in the area of Union Street in the City of Hamilton. You may remember the victim, a 25-year-old male suffered a stab wound to the shoulder area and was transferred to King Edward VII Memorial Hospital for treatment to his injuries. Those injuries were not life-threatening and he has since been released from hospital. There has been some concern that this incident may have been gang related. We wish to assure the public that investigations into this matter have confirmed that it is not gang related. A male suspect is being sought in connection with this stabbing. He is described as being a white male, 5’ 6” tall, small build with brown hair. He is known to frequent Queen Street in the City of Hamilton, and is often seen near Kentucky Fried Chicken. Officer Recruitment Initiatives

The BPS is grateful to the Bermuda Government for providing additional funding for these officers as well as new vehicles. The BPS currently has a strength of 375 officers. This figure includes the 21 officers who passed out of Training School in June this year. We are 45 officers below the new establishment level of 420. We are at this number because of natural attrition, and the inability to recruit new officers during the two years of COVID-19. Police Commissioner, Darrin Simons stated: “We are actively recruiting to fill thirty-four posts locally. You will be pleased to know that five of these new posts will be added to our community policing team. To that end, there is currently a local recruiting process underway, to attract new members to the Bermuda Police Service. We anticipate a Recruit Foundation Course starting within the next four months. Training of local officers at all ranks remains ongoing. In addition to the several training initiatives put on so far this year, on Monday, 14th November 2022, the BPS commenced a basic investigators training course at Police Headquarters in Prospect, Devonshire. The two-week course, being conducted by BPS Inspector Derrick Golding and BPS Constable Ronald Taylor, comprises 14 BPS officers as well as two HM customs officers.” Continuous training, including working with associated law enforcement partners, is important and provides tangible benefits, as evidenced by the recent multi-million-dollar drug seizure involving our two agencies. Commissioner Simons added: “Since 2008, 31 unsolved murders and 127 unsolved attempted murders remain open and under investigation. Our specialist investigators are overwhelmed, dealing with not only these matters, but also other cases involving drugs, fraud, child sexual abuse, as well as other significant acts of criminality. While we have a robust program to develop local investigators, on average, it takes more than seven years before an officer becomes occupationally and operationally competent to be tasked with complex specialist investigations. Demand has simply outstripped the capacity to develop local talent quickly enough.” In that regard the BPS will be recruiting eight experienced detectives from the Caribbean and the United Kingdom, along with seven experienced accredited Authorised Firearms Officers (AFOs). An injection of experienced detectives is required to successfully investigate the number of outstanding serious cases as well as provide a better environment to grow our local talent. Further, the aim is to reduce significant crime by arresting and convicting those responsible for these offences and most importantly, provide the much needed closure to our families whose loved ones have fallen victim to these crimes. The Commissioner points out: “Currently there is an insufficient number of accredited Authorised Firearms Officers (AFOs). At the current staffing, there are notable operational and logistical challenges that daily need to be overcome to ensure the continuity of service.  Sixty AFOs are required to effectively conduct operations and manage the rigorous training required to effectively deliver on one of the most dangerous areas of our service. While we continue to attract and train firearms officers locally, the reality is that there are not enough local officers applying and passing the course to meet our needs. An increase of seven trained firearms officers will alleviate the most critical shortages while we progress local enrolment.” Advertisements for the eight experienced Investigators will be placed in both the UK and Caribbean countries. In contrast, advertisements for AFOs will only appear in the UK, as Bermuda’s firearms training and accreditation mirror the UK’s Authorised Professional Practice. Mr. Simons ended: “The 15 overseas officers, will help the BPS address shortages while we focus on enrolling local recruits. I recognise there may be many different perspectives on this news and I hope the information shared provides context for the decision to hire overseas officers.”

Ninth Road Fatality of 2022: 71-Year-Old Malston Iris

Mr. Iris, a pedestrian, was seriously injured when a minibus struck him on King Street, near the junction with Front Street in the City of Hamilton, around 6:20pm Friday, 2nd December 2022. Despite receiving treatment from EMTs at the scene and being rushed to King Edward VII Memorial Hospital via ambulance, Mr. Iris was pronounced dead two days later. Murder Investigation Appeal: Fatal Shooting of 20-Year-Old Keni Outerbridge

Detective Chief Inspector Peter Stableford of the Serious Crime Unit, provided the following update on the investigation into the death of Keni Outerbridge. "About 10.15 pm last night, Tuesday 6th December 2022, police received several calls reporting gun shots in the area of Tribe Road #5 in Paget. I can confirm 20 year old Keni Outerbridge suffered multiple gunshot wounds at the location and was later pronounced dead at hospital. A family liaison officer has been appointed to support the family and the investigation at this very difficult time. Keni was known as “Loppi” to his friends and we know that he was at a party last night on Tribe Road # 5, Paget. We need the people he was with last night to tell us what they know and saw. We believe two suspects came over Tribe Road #5 from South Road on foot and left the same way but we have no descriptions or confirmation a vehicle was used at this time. The appeal today is to anyone who was with ‘Loppi’ yesterday, or who has information that would help, to get in touch with the investigation team led by Acting Detective Sergeant Odessa Philip on 717-2193. Alternatively there is the confidential Crime Stoppers hotline 800-8477, 211 or just talk to a police officer you know. Anyone with a dash camera please check your footage from around 10.00 pm to 10.30 pm last night. Renewed Social Media Scam Advisory

The Bermuda Police Service (BPS) recently issued a warning against making online payments to purchase goods advertised for sale on several social media platforms, mainly Instagram, only to then not receive the items paid for. Those involved in this scam have continued to exploit unsuspecting persons and have used methods such as offering high end items such as furniture and appliances for sale at significantly reduced cost. Once an expression of interest is received from a prospective buyer, the would be seller then attempts to hasten payment by claiming there is a lot of interest in the item. Individuals not wanting to lose out on a “deal”, then make the payment and never receive the items advertised. So far an estimated ten thousand dollars has been lost by individuals as a result of this illegal activity. There is one particular fraudulent Instagram account which is being used to promote these items for sale, kamd_xo. The public is advised to ignore any advertisements posted under this account or any other Instagram account where the seller insists you make payment before seeing the item. The misuse of the kamd_xo account has been brought to the attention of Instagram. Detective Sergeant, Seymour Foote of the Criminal Investigations Unit, stated, “As we’ve previously advised please take necessary precautions when making purchases, particularly, online purchases from private sellers. •    When buying from a private seller, avoid making electronic bank transfers. •    Make inquiries of and about the seller. •    Meet with the seller at a public location within easy view of other people. •    If possible, take someone along with you. •     Be sure to physically check items before making payment. •    Do not make payment before you have received the item.” If you are suspicious about a seller or items advertised for sale on social media, simply do not make the purchase. Man Fatally Shot in Paget: Murder Investigation Underway [Updated]

Around 10:15 p.m. this evening, Police received several calls about gunshots in the area of Tribe Road #5, just off of Ord Road in Paget. Details are limited at this time, but we can confirm that a male was taken to King Edward VII Memorial Hospital by ambulance for treatment of gunshot wounds. The extent of his injuries remain unknown at this time. Update: The Bermuda Police Service can now confirm, the male who was shot around 10:15pm on Tuesday 6th December, in the Tribe Road #5, Paget area, has succumbed to his injuries. A murder investigation has commenced and the scene is being forensically processed. We are appealing to area residents to check their CCTV and Ring cameras for any footage they may have, to assist in apprehending the suspect/suspects. Northlands Primary School Incident Witness Appeal [Updated]

At 3:15 p.m., on Friday, December 2nd, 2022, police received a report of an incident at Northlands Primary School, Pembroke. The caller stated he had parked his motorcycle in the school parking and was approached by the two males. An argument which ensued eventually became physical and resulted in a forty-two-year-old suffering a wound to the head as well as facial injuries. He was transported by ambulance to King Edward VII Memorial Hospital, where he received treatment for his injuries and was subsequently released. The two suspects said to be twin brothers, left the area on foot, shortly after the incident. They are described as light complexioned, slim built, and approximately 5’ 10” tall. One of the suspects sports dreadlocks, the other had his hair braided. At the time of the incident they were both dressed in grey hoodies, grey sweat pants and black neck scarves. Operation Vega Update 7th November - 5th December 2022

During the period Monday, November 7th 2022, to Monday, December 5th, 2022, 428 tickets were issued for traffic offences.  That’s down from 702 in the previous reporting period.  In addition, this reporting period saw 48 Motorist Advice Notices, (MANs), which are official written warnings given to motorists by police officers, issued. A reduction from 68 in the previous reporting period. Of note, 7,869 traffic offence tickets have been issued since the commencement of Operation Vega, on July 6th, 2021. Addressing these results, Chief Inspector Robert Cardwell of the BPS Tactical Support Division, indicated: “The numbers continue to demonstrate the commitment of the Bermuda Police Service (BPS), to this initiative, geared toward making our roads safer. We are indeed seeing good results with fewer traffic infractions being reported. However, Impaired driving continues to be an area of major concern with 12 arrests for this offence in the last month. For the year so far, there have been 180 arrests for driving whilst impaired. For the same period in 2021, that figure stood at 121.” Mr. Cardwell also expressed concern about dangerous driving practises. “Driving without due care and attention and dangerous driving continues to be prolific particularly during the early morning commute. Such actions create a bad driving/riding experience for other road users.  We urge you to leave home a little earlier to avoid taking unnecessary risks which could lead to serious injury, or worse.” The BPS wishes to remind the public of the guidelines regarding illegal license plates, as well as illegal tint. Make sure your vehicle is properly licensed and insured. Also please ensure that your driver’s license is current. Single Vehicle Car Crash in Southampton

Around 1:20pm on Monday 5th December 2022, Police and other first responders attended a report of a single vehicle collision along Riviera Road, Southampton. Initial information suggests that a 67 year old man driving a motorcar and his 62 year old female passenger were exiting a private drive, where it is believed the driver may have suffered a medical episode  and lost control of the vehicle, causing it to overturn. The female passenger was able to free herself from the vehicle, however, the male driver who was unresponsive at the time, had to be extracted from the vehicle by Bermuda Fire and Rescue Service.  Both victims were taken by ambulance to KEMH for treatment of their injuries, the extent of which is not known at this time. Commissioner Darrin Simons Responds to Advocacy Groups’ Concerns

Commissioner of Police Darrin Simons - "The Bermuda Police Service (BPS) welcomes and appreciates the concerns expressed by advocates, in relation to an article in today’s edition of the daily newspaper, regarding the outcome of a recent court matter involving Police Constable Simons. The BPS does not condone the actions to which he pleaded guilty and that has understandably led to disquiet among the community. It never should have happened. We condemn the actions of that officer in the strongest possible terms. Particularly, as it undermines our continued efforts to strengthen the critical relationship between the community and the police. However, natural justice processes must be followed in determining the final disposition of the officer. We therefore ask for the public to be patient as the process takes place. Failure on the part of the BPS to follow principles of natural justice in our decision-making may result in legal and or financial repercussions. I wish to once again state, the BPS welcomes feedback and views from advocacy groups representing any sector of the community. This provides opportunity for discussion and understanding for all."

Shortly before 2:00 p.m. on Wednesday 30th November 2022, police received reports of a serious road traffic collision involving two auxiliary cycles near the intersection of Ord Road and Tribe Road number one, Warwick. A 17-year-old male rider was travelling towards Ord Road and stopped at a stop sign, with the intention to cross the roadway and continue north on Tribe Road number one. At that time, a 76-year-old female was riding west on Ord Road, and the two vehicles collided. The woman, who was unresponsive following the collision, was transported by an ambulance which was nearby, before the arrival of police. Subsequent checks by officers indicated she is now warded in the Intensive Care Unit. Meanwhile, police are investigating a single vehicle, road traffic collision, which occurred near the junction of Crow Lane and Lane Hill, Pembroke, around 6:00 p.m., on Wednesday, 30-Nov-2022. Upon arrival officers ascertained a 69-year-old male riding a motorcycle was travelling in a southerly direction along East Broadway. As he approached the junction of Lane Hill, he lost control of the bike and hit the kerb. This caused the motorcycle to swerve and the rider to fall off the bike, which landed on top of him. Ambulance personnel arrived and conveyed the victim to King Edward VII Memorial Hospital for further medical treatment for injuries which are said to be non-life-threatening. The incident resulted in delays as traffic was diverted around the scene while it was being forensically processed. BPS Clarifies Fine for Illegal Tint Offence Amended in 2011 Legislation

The Bermuda Police Service (BPS) wishes to correct a recent statement which indicated that with the introduction of the “Garages Licensing Act 2022”, the penalty for illegal tint on motor vehicles also increased from $50 per window, to $500 per window. The increased fine for the offence was in fact introduced with the Traffic Offences (Penalties) Amendment Act 2011. We apologise for any concern caused.

1,135 Motorists Engaged by BPS at Recent Road Sobriety Checkpoints

A total of 1,135 motorists were engaged by police officers during the most recent road sobriety checkpoints, which took place at various locations around the island from Thursday, 24th November through Sunday, 27th November 2022. Of that total, 14 motorists were referred for secondary assessment. Six of the 14 motorists were then required to take an alco-analyser test, which one motorist failed. As a result, that individual was arrested on suspicion of impaired driving and a court appearance is anticipated in due course. In addition, during the four-day period, 10 motorists were arrested for non-traffic offences (outstanding warrants, drug offences etc.), six motorists received official written warnings (Motorist Advice Notices) for traffic related infractions and a total of 23 traffic tickets were issued for: •             Licence plate offences = 2. •             No driver’s licence = 4. •             Unlicensed vehicle = 5. •             No third party insurance = 5. •             Driving while disqualified = 1. •             Other traffic offences (disobeying a traffic sign, not wearing a seatbelt etc.) = 6. As we enter the festive season, the Bermuda Police Service takes this opportunity to remind road users to be responsible. Residents are encouraged to make arrangements with a designated driver, taxi or another reputable transportation service to get home, or to their intended destination, safely – if going out to socialise. Don’t ride or drive impaired. Stop speeding and please, be mindful of others on our roads.
